However, all stakeholders will contribute their thoughts on what they want from the project. Customers of the project are the main source of requirements. Despite the fact that all parties involved in the project, including consumers and stakeholders, may offer needs, following examination, some requirements may not be accepted as part of the project's scope. The scope management plan includes the requirement management plan because the project requirements primarily specify what will be delivered over the course of the project. The project's requirements establish its objectives as well as the project's scope.

Requirement management plan describes how requirements will be identified, managed, and controlled. There might be several requirements coming from several stakeholders, especially during initiating and planning phase of the project, some of these requirements might not be visible or some of the requirements might conflict with each other. Therefore, requirements are evaluated and only agreed requirements are tightly accomplished throughout the project.

During the execution of the project, it is checked if determined requirements are ensured with project deliverables. For example, the requirement traceability matrix will be a method of tracing which requirements have been met with each deliverable.
